The Head of Regional Compliance and Governance (HRCG) is accountable for ensuring regulatory compliance related to AML, RG and broader compliance, legal requirements, , ensuring all business operations adhere to local laws and FDJ United Group policies.

In order to do so, he/she manages and coordinates local Compliance, Legal, Public Affairs, RG and AML officers, with the aim of organizing cross-functional decision-making and consistent implementation of Regulatory requirements and Group policies across departments.

The Regional Head of Compliance and Governance (HRCG) will report and work closely under the management of the General Manager which he/she will assist and advise for day to day operations. The HRCG will perform a critical role as part of the local market management team ensuring sustainable and successful business execution and strategy. Reporting regularly to FDJ United Group Regulation Department, the role will be expected to proactively identify regulatory challenges, provide timely alerts on critical compliance risks and inform on proposed mitigation measures.

The HRCG will also play a key role in supporting operational teams, including Player Risk, Fund Security, and Customer Sustainability partners, by ensuring operational decisions align with regulatory, compliance, and risk management frameworks.

 

Key responsibilities:

 

1. Legal & Compliance Accountability

  • Accountable for all compliance and legal matters within the market.
  • Ensure the business adheres to local laws, regulatory requirements, and Group governance strategy and framework
  • Analyse and define the legal and regulatory framework (in collaboration with Group) affecting operations in the market.
  • Monitor and report emerging risks, regulatory changes, and enforcement trends affecting the market.
  • Provide legal and regulatory guidance to operational teams when dealing with high-risk players, fraud cases, financial security issues, and RG escalations.

 

2. Collaboration with General Manager and market team on Business and Compliance Strategy

  • Support Commercial Decision-Making: Work closely with the GM to ensure that marketing campaigns, player incentives, and operational strategies align with local regulatory requirements, minimizing legal and compliance risks while enabling business growth.
  • Regulatory Risk Advisory: Provide proactive legal and compliance guidance to the GM on market expansion, product launches, sponsorships, and partnerships, ensuring business initiatives comply with licensing conditions, AML, Responsible Gaming, and advertising regulations.

 

3. Local Regulatory Engagement & Market Presence

  • Oversee regulatory engagement, working with local auditors, managing audits, investigations, and regulatory reporting.
  • Foster relationships and engage with regulators, government agencies, local stakeholders and industry bodies to ensure a constructive relationship, stay ahead of regulatory changes, and represent the company's position effectively.
  • Strengthening the company's reputation and regulatory standing by driving compliance-led initiatives, advocating for industry best practices, and ensuring responsible business conduct in the market

 

4. Governance & Coordination with FDJ United Group Compliance

  • Keep FDJ United Group informed about local regulatory landscape, any anticipated changes in law, regulation and regulatory practice. Significant risks will be escalated in a swift and timely manner
  • Coordinate regulatory response strategies by engaging with the Group Compliance team and General Managers
  • Maintain a structured approach to compliance communication with the Group, using defined thresholds
  • Provide inputs into creating and maintaining a governance structure to coordinate regulatory compliance efforts with Group functions
  • Regularly participate in group governance forums
